West Virginia separated from Virginia without
the permission of Virginia. Delegates from the northwestern counties of
Virginia had met in Wheeling to discuss the creation of a new state, “New
Virginia” or possibly the state of “Kanawha.” The eastern counties would be
considered Old Virginia.
There was a vote on separation. Governor John
Letcher announced at the Richmond Convention that the majority of voters wanted
to keep Virginia united. People from the western counties were upset. Some
people believe their votes were not included.
There was a second Wheeling Convention under the
leadership of Arthur I. Boreman that was recognized as the legal government of
Virginia during the Civil War. They identified the Richmond Convention as
invalid because it was associated with the Confederacy. The Wheeling Convention
filled the empty seats of the Virginia government and voted to succeed from
Virginia.
