Abraham Lincoln’s Proclamation 100, “Admitting
West Virginia into the Union” was given on April 20, 1863 in Washington, D.C.
Lincoln declared that West Virginia would be admitted to the union and that the
said act shall take effect
and be in force from and after sixty days from the hereof. West Virginia became
an official state 60 days later on June 20, 1863.
